On April 1, 2009 the Georgia Division of Health Planning, Data Resources and Analysis Section released a Beds Need Analysis showing that by 2014 Georgia residents in the southeast and southwest regions of the State could face long-term acute care hospital (“LTACH”) bed shortages, unless new LTACHs are built or existing LTACHs are expanded. Development and expansion of LTACHs, however, has been drastically curbed by the Medicare, Medicaid and SCHIP Extension Act of 2007′s three-year moratorium on the classification of new LTACHs and LTACH satellite facilities and new Medicare-certified beds at existing LTACHs. The findings were commission by the Georgia Health Strategies Council (“Council”) as part of its ongoing effort to develop and maintain the State’s strategic health plan for its citizens. The Centers for Medicare & Medicaid Services (CMS) released the below provider release today (April 13, 2009) announcing that fourteen communities around the nation have been chosen for the agency’s Care Transitions Project, which seeks to eliminate unnecessary hospital readmissions. Each of the fourteen Care Transitions communities will be led by a state Quality Improvement Organization (QIO). Although the initiative will primarily target local activities in skilled nursing and home health care settings potentially capable of decreasing acute care hospital readmission rates, LTACHs in some communities (e.g., Louisiana and Texas) where LTACH services are more prevalent may also be asked to participate in these programs.
